What do we want to know?: Scottish Planning Policy (SPP) introduces a presumption in favour of development that contributes to sustainable development and indicates that policies and decisions should be guided by a number of principles, including:
· supporting climate change mitigation and adaptation including taking account of flood risk;
· having regard to the principles for sustainable land use set out in a Land Use Strategy for Scotland;
· protecting, enhancing and promoting access to natural heritage, including green infrastructure, landscape and the wider environment.
SPP also highlights that planning authorities have a duty under the Nature Conservation (Scotland) Act 2004 to further the conservation of biodiversity and, in doing so, must have regard to, amongst other things, the Scottish Biodiversity Strategy. This duty requires to be reflected in development plans and development management decisions. City Development Plan (CDP) policy CDP 7 is intended to help deliver these outcomes. This Supplementary Guidance is intended to provide further detailed guidance on CDP 7.
